Manning levels and crew qualifications

  • Do you have enough qualified officers and ratings onboard?

These areas are all coming under scrutiny with the latest Port State Control (PSC) Concentrated Inspection Campaign (CIC) in force between September 1st and November 30th 2022.

Port State Control (PSC) Concentrated Inspection Campaigns (CICs) take place every year, from 1 September for a period of 3 months. They are usually initiated by the Paris and Tokyo MoUs, with other PSC regimes following suit.

From first hand experience, manning levels and qualification reporting are often managed through Excel spreadsheets or basic software systems that do not take account of qualifications missed during the onboarding phase, or perhaps removed from the database and not replaced.

In-house technical expertise is usually required to identify unfamiliar foreign qualifications and determine safe manning levels for the vessel.

Unfortunately, without exception based reporting or a comprehensive maritime compliance team, these areas are often riddled with errors.
